
The City of Guthrie has officially expanded its boundaries to encompass “The Cow.”
During Tuesday night’s council meeting, the second reading of an ordinance to annex an approximate 1.86-acre parcel of land located at 10410 Russellville Road was approved. The businesses, Lotto Xpress and China Xpress, were brought into the city limits through Ordinance 2026-9.
The annexation followed a written request from the property owner and received formal concurrence from the Todd County Fiscal Court on April 24th.
Accompanying the expansion, the land was redesignated from county jurisdiction to the City’s Arterial Commercial District (B-4) zoning classification. This zoning change was approved by the Guthrie City Council on April 13th, following a public hearing and recommendation by the Guthrie Planning Commission.
The tract, originally surveyed by Young & Associates and held by JAG, LLC, is situated along Highway 79 near the intersection of Port Royal Road and not far from the Tennessee state line.
