Planning Commission Recommends Neighborhood Rezoning

During a special called meeting of the Elkton Planning Commission Monday evening, the group voted to recommend a new residential neighborhood to the city council.

John Laster, of Laster Mobile Home Park, LLC, brought forth the proposed plan to rezone 8.71 acres of land to R-3 Multi-Family Residential, a portion that includes the intersection of Jordan Avenue and West Ruth Drive. The land is currently zoned R-1 Single Family Residential, and a portion which includes property on Joiners Avenue, Lasters Avenue, Shelbys Avenue, and West Ruth Drive is zoned B-3 Highway Commercial District.

The property Laster owns in that area is approximately 16 acres, and he says the remaining property along U.S. 68/Kentucky 80 would be used for retail business development.

Before approving the recommendation, the group heard comments from former Elkton Planning and Zoning Administrator Megan Willenborg. She brought concerns about spot zoning – which is when a property or group of properties are given zoning laws that differ from the surrounding area.

Willenborg showed the group the current zoning map, where there were no connecting R-3 zoned properties to the proposed area. She added it was illegal for the city to move forward with such approval.

Following her comments, the group voted to forward the recommendation to the city council which meets Tuesday night at 6:00 in Elkton City Hall. The group also approved the subdivision plans, which were only presented to them during the meeting by Laster and reviewed for a few minutes, before voting on it.

The plans were throughly vetted by newly appointed Planning and Zoning Administrator Justin Griffin.

The plans call for 33 homes to be built in the rezoned area, pending approval from the council. Laster said each home would be under 1,200 square feet – including a garage and come in under $200,000. David Watkins has already claimed six home plots.

Laster added he would be back in front of the group at a future meeting to present plans for a new business building that could house a speech pathology office and a salon behind the Todd County Animal Clinic.
