Guthrie on Track to Catch Up on Audits By End of Year

The City of Guthrie will soon return to compliance with the KY Department of Local Government as the city’s deficient financial audits are set to be completed by the end of the year.

Auditor Drew Ulmer of Jeffersontown, KY-based Baldwin CPAs, presented the council with the 2022 city audit findings at its regularly scheduled meeting Tuesday evening.

Ulmer told the council that he expects to complete the city’s 2023 audit by the end of September and the city’s 2024 audit by the end of December.

click to download audioThe city’s audits, which have been deficient for several years, have prevented the allocation of state funding and slowed the progress of several key construction projects, including the widening of US Highway 79 in front of Novelis.

The council approved a revision in the city’s procurement standards that reduces the threshold for bid advertisement from $40,000 to $30,000. Additionally, the council approved an ordinance that permits the licensing and operation of street-legal special-purpose vehicles on all streets and highways within the city limits.

Special-purpose vehicles are defined in state law but may include golf carts, UTV side-by-sides, and some ATVs outfitted with proper safety equipment.

The council also approved the appointments of Tracie Banton and Katie Covington to the city’s Code Enforcement Board.
